Parking Services Annual Reports

The aim of this report is to look at the work undertaken by the Parking Services Team, and to provide useful and factual information for our customers.

This report reflects the range of services provided by Parking Services which cover managing and controlling our Car Parks, ensuring the free flow of traffic, and the issuing of Penalty Charge Notices. These all have a continuing positive influence on road safety, and ensuring the fair access of available parking spaces to different groups of motorists.

Chichester District Car Park Strategy 2010 - 2020

The district council, following consultation with stakeholders and with the support of the Chichester District Parking Forum, has approved the following strategy for public off-street car parking in the district.

Closed Circuit Television (CCTV) in Chichester District

We currently have a monitored CCTV system for several of our council managed car parks, and also on-street in areas in:

  • Chichester
  • Selsey
  • Midhurst
  • Petworth
  • East Wittering and;
  • Bosham.

The system only operates in public places. The service is managed by a team of trained personnel and Sussex Police, which provides a daily 24 hour monitoring operation. We work in partnership with Sussex Police  and ChiBAC (Chichester Businesses Against Crime). The CCTV system is in place to enhance public safety and reduce the fear of crime, to assist with the detection of crime and anti-social behaviour and to help the Police to respond more quickly to incidents.

We have a CCTV Code of Practice in support of the delivery and management of CCTV operation. We also have an agreed working protocol with Sussex Police in relation to the monitoring of police CCTV cameras and the management of evidence. Where a crime is reported to the police that may have been recorded on CCTV, Sussex Police will have responsibility for the investigation of the crime and viewing of possible CCTV evidence in accordance with the above codes and protocols. The operation of the CCTV system complies with the Data Protection Act 1998 and procedures are in place to protect the data and to ensure that it is used in accordance with the requirements of the Act.

Most of our car parks obtain the accreditation of The British Parking Association's Safer Parking Award. However, from time to time incidents do occur and the council are able to review CCTV footage to see if anything has been picked up on the cameras.

To enable our CCTV operator to find any footage please email community@chichester.gov.uk and provide:

  • A detailed location of the incident
  • Date
  • Approximate time of the incident
  • The make, model, colour and registration mark of any vehicles involved

The council will be unable to supply a copy of any footage we may hold without a request from the Police or Insurance Company.

Motorcycle parking

Free Motorcycle parking facilities are available in the following car parks:

  • Cattle Market
  • Northgate
  • Little London
  • South Pallant
  • East Pallant (2 Areas)
  • Westgate
  • Baffins Lane car park has free secure motorcycle parking
  • Marine Drive, West Wittering
  • Bracklesham Lane
  • Bosham
  • The Grange, Midhurst.

Motorcyclists are also able to use city centre on-street "Pay and Display" parking bays and "Resident Bays" free of charge and without time limit as long as they are parked at right angles to the kerb.

Alternatively motorcycles can park in a car park marked bay providing the appropriate pay and display ticket is displayed (if possible) or you can purchase your timed stay through the MiPermit app. Please see the charges board within the car park for further information.

If possible it is recommended that the motorcycle registration number is written on the ticket to discourage anyone from removing it to display in a vehicle.

Coaches, lorries and motorhomes

For coaches and Lorries, a car park is located south east of Chichester city centre. We do not currently supply designated parking for motorhomes, however, where there are no bay markings in East Beach Selsey it is possible to park larger vehicles.

If more than one parking bay is used by a permitted large vehicle in a car park, payment should be made for each of the bays used.  Chichester District Council does not permit parking in a car park for any reason other than parking and this therefore prohibits sleeping and camping amongst other activities.
