Preparation of a Gypsy, Traveller and Travelling Showpeople Site Allocations Development Plan Document

The council has started preparations for a new planning policy document which will focus on meeting accommodation needs for Gypsies, Travellers and Travelling Showpeople. The document will be called the Gypsy, Traveller and Travelling Showpeople Site Allocations Development Plan Document (GTDPD). This DPD is being prepared in parallel with the council's Local Plan Review.

The document is required because a need for additional plots and pitches for gypsies, travellers and travelling showpeople has been identified in the Chichester Local Plan area (the part of Chichester District outside of the South Downs National Park) in a study called a Gypsy, Traveller and Travelling Showpeople Accommodation Assessment (GTAA), published in 2019). The DPD will allocate new gypsy and traveller pitches and travelling showpeople plots to meet these additional needs.

We intend that the document will help to meet the identified accommodation needs by allocating new sites for use by gypsies, travellers and travelling showpeople, safeguarding existing sites from alternative uses, and permitting an intensification of existing sites as appropriate.

The DPD will eventually become part of the 'development' plan for Chichester. The development plan is the suite of documents we prepare to help guide development across the Local Plan area and includes the adopted Local Plan and 'made' Neighbourhood Plans. Planning law stipulates that all planning decisions made by the council must accord with the development plan unless material considerations indicate otherwise.

The council has appointed Adams Hendry Consulting Ltd to provide support in the production of the DPD. Support will be provided by Adams Hendry up to what is know as the 'Regulation 18' consultation stage.

Call for Sites

Please note that the council is happy to accept site submissions until 31 March 2021.

To assist with the preparation of the Gypsy, Traveller and Travelling Showpeople Site Allocations DPD, we are inviting landowners and other interested parties to suggest potential sites which they wish to be considered for inclusion in the Site Allocations DPD. This process is called a 'call for sites',

Anyone can submit a site through the call for sites. We are open to considering sites anywhere in Chichester District (excluding the area covered by the South Downs National Park), and at any scale.

If you wish to submit a site to us for consideration, please download and fill in the form below. Please use a separate form for each site. Each site form should be accompanied with an accurate map at a scale of 1:1250 or 1:2500. The submission site should be edged clearly with a red line, and include all land to be considered as part of the process. If possible, please indicate on the map the area which may be suitable for accommodating pitches/plots.  Please fill in as much of the form as possible, as detailed information will help us to assess the suitability of the sites.

All submitted sites will be assessed by the Council. The final choice of sites to be allocated for development will be determined through the plan-making process.

Please note that sites submitted as part of this exercise will be within the public domain. Personal information including names, telephone numbers, and email addresses will be processed in accordance with the General Data Protection Regulations 2018.
