Emergency heater scheme overview
Does your client have no working heating system? If yes, then the West Sussex Fuel Poverty Coordinator is offering residents one oil-filled plug-in heater per household to help keep them warm and well. The heater is a stopgap until the client is able to have their central heating system repaired or replaced. Due to the high running costs of plug-in heaters, they must not be used to supplement inadequate central heating.

The heater will be delivered Age UK West Sussex Brighton and Hove within 2-3 working days from receipt of a fully completed referral form.

To qualify for an emergency heater,
1. The Client must be a homeowner or living in private rented accommodation in West Sussex with no working heating system.
2. The Client must be in receipt of means tested benefit OR have a net household income of less than £25,000 with one of the following applies:
  
  Over 60 years old
  
  Have at least one dependent child under 16 years of age
  
  Pregnant
  
  Suffer from a long term health condition worsened by living in a cold home
3. The Client must give you (the Referrer) permission to pass their personal details after reading/ being read the Privacy Notice and answering the questions in the Client Consent form.
  You are required to record confirmation that you have obtained your client's consent in this form.

Privacy Notice – this must be read to the client:
1. I am collecting information about you to assess your eligibility under the Emergency Heater Scheme and to ensure a heater can be delivered to you, if you are eligible to receive one. This may include name, address, telephone number, and eligibility conditions including health conditions and income. Please note you do not need to submit evidence of income or health issues.
2. I am required by law to tell you about any other purpose I intend to use your information for.
3. The legal basis for processing your data is Public task. This privacy notice supplements the key information, and can be read alongside, the Council's corporate privacy notice.
4. The information I collect about you in this form will be shared with Arun District Council, Chichester District Council and AGE UK West Sussex, Brighton and Hove. This is because Chichester District Council's computer system is being used to collect your information, Arun District Council commission the scheme and Age UK WSBH administers the scheme. Age UK WSBH will process your data in line with the requirements of Article 6(1)(d) of the General Data Protection Regulations.
5. If you are eligible to receive a heater under this scheme, Age UK West Sussex Brighton and Hove will be responsible for coordinating the delivery/collection, setting up and collecting of the heater.
6. If you are eligible and consent to receive further support to repair your heating, Age UK WSBH will share your name and contact details with agreed organisations to help support you with accessing grants and other forms of assistance.
7. Your information will be kept by Chichester District Council for 90 days. Arun District Council, Age UK WSBH will keep your information for three years from the date of the referral.
