What is the Brownfield Land Register?
In April 2017, the government introduced a requirement on Local Planning Authorities to publish a Brownfield Land Register (BLR), setting out publicly available information on all known brownfield sites within the District (excluding that area within the South Downs National Park).
The Council is updating the Brownfield Land Register (BLR), and is in the process of identifying sites to inform Part 1 of the BLR. Part 1 is a list of all known brownfield sites that have been considered appropriate for residential development.
What is brownfield land?
Brownfield, or previously developed land, is defined in Annex 2 of the National Planning Policy Framework (2012) as:
"Land which is or was occupied by a permanent structure, including the curtilage of the developed land (although it should not be assumed that the whole of the curtilage should be developed) and any associated fixed surface infrastructure. This excludes land that is or has been occupied by agricultural or forestry building; land that has been developed for minerals extraction or waste disposal by landfill purposes where provision for restoration has been made through development control procedures; land in built-up areas such as private residential gardens, parks, recreation grounds and allotments; and land that was previously developed, but where the remains of the permanent structure have blended into the landscape in the process of time."
Where and what sort of sites are we looking for?
The site must be located within Chichester District, excluding the area covered by South Downs National Park. Proposed sites should also be suitable and available for development. Sites should be either 0.25 hectares, or larger, or capable of supporting at least 5 dwellings.
What to do next?
If you have previously identified a brownfield site to the Council (e.g. in response to an earlier ‘Call for Sites' or Chichester Local Plan: Key Policies or Site Allocations consultation) we would request that you re-submit the information to let us know that the site is still available and to ensure that our information is up-to-date. If we do not hear from you, we will assume that the site is no longer available.
What happens next?
Sites will be assessed against criteria to establish whether they can be considered appropriate for residential development. The criteria are set out on the Council's website. Site information will be used in the production of the Brownfield Land Register, which will be published on the Council's website.
