Southbourne Allocation Development Plan Document

 

The submission Chichester Local Plan 2021-2039 (currently at examination) will provide the broad policy framework and long-term strategy to manage development up to 2039. At Policy A13 of the submission Chichester Local Plan, Southbourne has been identified as a Broad Location for Development (BDL) for mixed-use development to provide up to 1,050 dwellings, local employment opportunities and supporting community facilities.

The submission Chichester Local Plan will be complemented by the Southbourne Allocation Development Plan Document (DPD).  The purpose of the DPD is to allocate a specific site or sites to enable the proposed development to come forward in a coordinated manner.  The DPD will be used to identify where strategic development will be acceptable in Southbourne and will form part of the Development Plan. This will help the council to make decisions on relevant planning applications and this gives local communities, developers and investors greater certainty about which sites will be coming forward for development.

Regulation 18 Consultation

This is the first formal consultation stage in the preparation of the Southbourne Allocation Development Plan Document (DPD). The consultation period lasts for six weeks from 31 October 2024 to 12 December 2024 (5pm).

In accordance with Regulation 18 of the Town and Country Planning (Local Planning) (England) Regulations 2012, representations are invited on the content of the consultation documents and these representations will inform the subsequent stages of the DPD's development.

A public exhibition will take place in Southbourne at St John's Church, Main Road, Southbourne, West Sussex, PO10 8LB on Wednesday, 20 November 2024 between 2 pm and 7 pm.

There are two primary documents produced for the Regulation 18 consultation. The main document presents three scenarios for future development within Southbourne and the supporting assessment framework identifies and assesses the planning issues associated with each option in more detail. These documents are also supported by a Sustainability Appraisal (SA) and an initial Viability Assessment. Questions are posed within the main document and assessment framework which invite comments on whether the most appropriate and important issues and options have been identified and considered.

Views and evidence gathered during the consultation will inform the selection of a preferred scenario for allocation as well as the development of detailed policies within the draft DPD.

How to take part in the consultation

The council invites representations on the Southbourne Allocation DPD Consultation documents for a six-week period between 31 October 2024 and 12 December 2024 (5pm).  As set out in the Town and Country Planning (Local Planning) (England) Regulation 18, the Council will take into account any representation made in response to this invitation.

Representations can be submitted using the council's consultation portal.
