Carer permits - terms & conditions
1. To obtain a permit you must reside at the property. The property should be your main place of residency.
2. The name supplied to Parking Services, which is stated on the initial application, will be deemed as the permit holder. Applicants should include an email address and telephone number should Parking Services need to make contact.
3. In addition to the Application Form, proof of residency must be provided. This may include: a Council Tax bill, Domestic/Utilities bills (dated within the last 3 months), Tenancy agreements or contracts of employment e.g. living-in staff and a Statement of Need. A Statement of Need demonstrating regular care may include a letter from the care company stating how frequently the resident is receiving care in their home and a support plan/invoice for care payments, proof of care/bank statement (showing payment for care). This will allow the Council to assess whether the permit should be issued. Evidence is also required upon each renewal.
4. The fact that an application or payment has been submitted does not guarantee that a permit will be issued.
5. Permits are allocated on a first-come-first-served-basis. Priority is given to providing a 1st permit to each household. Further permits will only be issued if there is the capacity to do so.
6. Possession of a permit does not guarantee the availability of a space for the holder to park.
7. The permit entitles the holder to park in any of the streets or roads which are included within the zone for which the Permit is issued. For details of all the roads with in your zone, please go to Resident permits - what zone am I in?.
8. It is the responsibility of the Permit holder to inform and supply all users of the Permit with the Terms & Conditions. Further Terms and Conditions can be requested from Parking Services or viewed on the website.
9. In the event of a permit being lost an administration charge will apply for the issue of a replacement.
10. To request a refund, the permit must be returned to Parking Services. Refunds can only be issued for the remaining full months of the Permit and at a minimum of £10.00. This will be payable by BACS Transfer or to the original payment card. Please go to Carer permits to apply for a refund.
11. Only by clearly displaying the valid permit itself continuously on the windscreen of the vehicle will it be accepted as a valid exemption in line with the Traffic Regulation Order (TRO).
12. If you are unable to display a Carers' Permit a valid resident's visitor voucher must be displayed or alternative parking should be located.
13. It is the responsibility of the holder to return the permit if the registration needs changing on the permit. The Permit Holder must allow at least 36 hours for the Permit to be reproduced with the new details and an administration charge will apply for any Vehicle Registration Mark changes. 14. Permits can be renewed up to one month prior to the expiry date stated on the permit. To apply for a renewal please go to Carer permits.
15. Carers' Permits should be renewed at least 7 days before the expiry of the existing permit to guarantee that Parking Services can renew the permit. If the application is not submitted within this timescale, renewal of your existing permit cannot be guaranteed. West Sussex County Council does not guarantee the renewal of any permit for use within a Controlled Parking Zone (CPZ) or the issue of permits on demand.
16. If a permit is not renewed 7 days after the expiry, it may be necessary to submit a new application. If the Zone for which you are applying for a Permit has a waiting list, details of the applicant will be added to the bottom of the list and contact will be made when a permit becomes available.
17. Resident's Visitor Permits (RVPs) are available to purchase online (Resident Visitor Permit) and may only be purchased by residents, enabling their visitors (or tradespeople) to park within the permit holder bays in all zones with the exception of E Zone - City Centre. Proof of residency is required upon application of purchase. . RVP's will be posted out by 2nd class post therefore customers should allow at least 7 days for administration and postage.
18. When renewing a permit, council opening hours, Bank Holidays, Public holidays and the Christmas period should be taken into consideration.
19. Permits will be monitored and managed by Chichester District Council who may restrict the number being issued or recall permits if deemed necessary.
20. Where bays are marked out, the vehicle for which the permit is valid must be parked wholly within the markings. A vehicle should not be parked across any part of the pavement or road in such a way as to interfere with other vehicles or pedestrians. A vehicle must be moved on the instructions of a Police Officer or a Civil Enforcement Officer.
21. If a permit is suspected of being misused, Penalty Charge Notices may be issued and the permit will be withdrawn.
22. West Sussex County Council reserves the right to vary its parking arrangements at any time without notice.
23. Chichester District Council and West Sussex County Council accept no liability for loss or damage to any vehicle including the fittings or contents.

Non-resident permit - terms & conditions

3. Permits are allocated on a first-come-first-served-basis. Priority is given to residents within the zone, providing a 1st permit to each household. Permits will only be issued if there is the capacity to do so.
4. Possession of a permit does not guarantee the availability of a space for the holder to park.
5. If a permit is issued for a particular street or road, this will be stated on the letter which accompanies the permit. If however, your permit is issued for use throughout the whole zone, please visit Non-residents permits for a list of all the roads for which the permit is valid.
6. If you have multiple registrations logged against your permit, or another person will be using it, it is the responsibility of the Permit Holder to inform and supply all users of the Permit with the Terms & Conditions. Further Terms and Conditions can be requested from Parking Services or viewed online.

Resident permit - terms & conditions
1. To obtain a permit you must reside at the property. The property should be your main place of residency.
2. The name supplied to Parking Services, which is stated on the initial application, will be deemed as the permit holder. Applicants should include an email address and telephone number should Parking Services need to make contact.
3. A valid V5 document (log book of the vehicle) must be supplied at time of application stating the address for which the permit is being requested. Proof of residency in the form of: a Council Tax bill, a Utility bill or Bank Statement (dated within the last 3 months) is also required for a new application.
4. If a new vehicle has been obtained and the V5 is not available stating the new vehicle details, proof of purchase with insurance documentation detailing that the vehicle is registered at the permit address will be provisionally accepted. The V5 must be supplied as soon as possible or the permit may be cancelled.
5. The fact that an application or payment has been submitted does not guarantee that a permit will be issued.
6. If you are claiming a first free disabled resident's permit you are required to provide copies of the Blue Badge upon application. Any further permits issued to the property will be chargeable at the additional permit rate.
7. Permits are allocated on a first-come-first-served-basis. Priority is given to providing a 1st permit to each household. Further permits will only be issued if there is the capacity to do so. Additional permits may be withdrawn if it is felt that the demand for first permits can no longer be met.
8. Possession of a permit does not guarantee the availability of a space for the holder to park.

17. Resident's Permits should be renewed at least 7 days before the expiry of the existing permit to guarantee that Parking Services can renew the permit. If the application is not submitted within this timescale, renewal of your existing permit cannot be guaranteed. West Sussex County Council does not guarantee the renewal of any permit for use within a residents' permit zone or the issue of visitors' parking permits on demand.

Resident visitor permit (RVP) - terms & conditions
By applying for Resident Visitor Permits (RVPs), you are agreeing with the Terms and Conditions and declaring that all the information submitted is true and to the best of your knowledge accurate. Permits are monitored and incorrect use may result in a Penalty Charge Notice (PCN) being issued and/or further action being taken by the Council. 1. General Eligibility
RVPs are available to residents / students whose main residence is within a Controlled Parking Zone (except Zone E) to enable their visitors (or tradespeople) to park in permit holder bays/areas within a specified zone. Those applying for RVPs will be a permanent resident:
· Who is named on council tax records.
· Who can provide evidence to show their name and address is highlighted on a recent utility bill
RVPs are also available for property owners and landlords who are required to visit properties to undertaking repairs.
RVPs are required to be applied for online at Resident Visitor Permit.
2. Evidence
Applicants are required to provide recent (within the last 3 months) proof of residency. Should the applicant not be named on the Council Tax Account, evidence must be provided (including domestic/utilities bills, tenancy agreements or contracts of employment e.g. living-in staff). For Landlords/Property Owners evidence that you own the property or documentation confirming the landlord status. This will allow the Council to assess whether RVPs should be issued.
3. General Use
Full instructions and conditions of the RVPs are stated on the reverse side of each RVP.
RVPs are valid in the streets or roads which are included within the zone for which the permit is issued. For details of all the roads within a zone, please go to Resident permits - what zone am I in?.
An RVP is valid in the following on-street locations - Permit Holder Only Bays/areas and Shared Use Bays (e.g. Permit Holder Only and Pay and Display).
An RVP is NOT valid in the following on-street locations - Limited Waiting Bays, Pay and Display Bays, Loading Bays, Disabled Bays, Motorcycle Bays, Zigzags, Bus Stops, Taxi Ranks, Pavements and areas subject to a loading ban.
An RVP is not valid in any off-street car park.
Possession of an RVP does not guarantee the availability of a space for the holder to park.
Motorists should check signs and road markings prior to leaving a vehicle.
An RVP must be validated immediately when the visitor arrives at the parking bay/area.
An RVP is valid for one motor vehicle only and is not transferable between vehicles.
Where bays are marked out, the vehicle for which the RVP is valid must be parked wholly within the markings. A vehicle should not be parked across any part of the pavement or road in such a way as to interfere with other vehicles or pedestrians. A vehicle must be moved on the instructions of a Police Officer or a Civil Enforcement Officer.
Should an authorised parking bay/area not be available, alternative parking should be located and the appropriate charge paid, if necessary.
The number of RVPs being sold is restricted.
In part-day zones, a 2 hour RVP will be valid for the morning and afternoon controlled parking times on the date selected.
4. General
It is the responsibility of the resident to inform and supply all users of RVPs with the Terms and Conditions. Terms and Conditions can be requested from Parking Services or viewed online.
In certain circumstances we can organise for customers to collect permits. Identification will need to be supplied, and we will need to confirm we have received the correct proof of residency and payment. If you would like another person to collect permits on your behalf, please bring your proof of residency and a letter of authorisation. The letter must authorise the collection of these permits.
Online services are available to use 24 hours a day, 7 days a week. Phone services are available (01243 534500) at the advertised times on the website. Council opening hours on Bank Holidays, Public holidays and the Christmas period should be taken into consideration.
Refunds will only be issued for full remaining books of RVPs, the minimum amount for a refund is £10.00.
West Sussex County Council reserves the right to vary its parking arrangements and/or Terms and Conditions at any time without notice
West Sussex County Council reserves the right to request information relating to RVPs at any time.
Permits will be monitored and managed by Chichester District Council who is able to withdraw permits or restrict the number issued.
Any person making a false statement for the purpose of obtaining a residents' parking permit shall be guilty of an offence (Section 115 (2) Road Traffic Regulation Act 1984).
5. Controlled Parking Zone (CPZ) and Resident Parking Schemes (RPS)

6. Withdrawal of Permits
The Council reserves the right to reject applications and withdraw RVPs where it's deemed appropriate.
If an RVP is found to be misused, it will be cancelled immediately, and the Council may limit future applications. If an RVP has not been used in accordance with the Terms and Conditions, the Council reserves the right to withdraw the permit and/or issue a Penalty Charge Notice.
Should it be identified that a resident has purchased more than the permitted number of RVPs, they may be cancelled and refunded.

Chichester District Council and West Sussex County Council accept no liability for loss or damage to any vehicle including the fittings or contents.

Traders permit - terms & conditions
1. The name / company supplied to Parking Services, which is stated on the initial application, will be deemed as the permit holder. Applicants should include an email address and telephone number should Parking Services need to make contact.
2. In addition to the Application Form, details and proof of the operational need of the permit must be provided.
3. The fact that an application or payment has been submitted does not guarantee that a permit will be issued.
4. Permits are allocated on a first-come-first-served-basis. Priority is given to residents within the zone, providing a 1st permit to each house household. Further permits will only be issued if there is the capacity to do so.
5. Possession of a permit does not guarantee the availability of a space for the holder to park.
6. If a permit is issued for a particular street or road, this will be stated on the letter which accompanies the permit. If however, your permit is issued for use throughout the whole zone, please go to Resident permits - what zone am I in? for a list of all the roads for which the permit is valid.
7. If you have multiple registrations logged against your Permit, or another person will be using it, it is the responsibility of the Permit holder to inform and supply all users of the Permit with the Terms & Conditions. 8. In the event of a permit being lost an administration charge will apply for the issue of a replacement.
9. To request a refund, the permit must be returned to Parking Services. Refunds can only be issued for the remaining full months of the Permit and at a minimum of £10.00. This will be payable by BACS Transfer or to the original payment card. Please go to Traders permit to apply for a refund.
10. Only by clearly displaying the valid permit itself continuously on the windscreen of the vehicle will it be accepted as a valid exemption in line with the TRO (Traffic Regulation Order).
11. If you are unable to display a Traders Permit alternative parking should be located.
12. Permits can be renewed up to a month prior to the expiry stated on the permit. To apply for a renewal please go to Traders permit .
13. Traders Permits should be renewed 7 days before the expiry of the existing permit to guarantee that Parking Services can renew the permit. If the application is not submitted within this timescale, renewal of your existing permit cannot be guaranteed. West Sussex County Council does not guarantee the renewal of any permit for use within a Controlled Parking Zone (CPZ) or issue permits on demand.
14. If a permit is not renewed 7 days after the expiry, it may be necessary to submit a new application. If the Zone you are applying for has a waiting list details of the applicant will be added to the bottom of the list and contact will be made when a permit becomes available.
15. It is the responsibility of the holder to return the permit if a registration needs changing on the permit. The Permit Holder must allow at least 36 hours for the Permit to be reproduced with the new details. To apply for a registration change, please go to Traders permit .
16. When renewing or changing a registration on a permit, Council opening hours, Bank Holidays, Public holidays, the Christmas period and postage should be taken into consideration.
17. A maximum of three vehicle registration marks can be registered against the permit.

19. Where bays are marked out, the vehicle for which the permit is valid must be parked wholly within the markings. A vehicle should not be parked across any part of the pavement or road in such a way as to interfere with other vehicles or pedestrians. A permit may be available to residents whose main residence is within a Controlled Parking Zone and who meet specific conditions, including where;
- Council Tax is paid for the property,
- The name and address of the resident is highlighted on a recent utilities bill,
- Regular domiciliary care is provided in the home,
- The vehicle is a car or van.
2. Evidence
In addition to a complete application, applicants are required to provide recent (within the last 3 months) proof of residency (including council tax, domestic/utilities bills, tenancy agreements or contracts of employment e.g. living-in staff) and a Statement of Need. A Statement of Need demonstrating regular care may include a letter from the care company stating how frequently the resident is receiving care in their home and a support plan/invoice for care payments, proof of care/bank statement (showing payment for care). This will allow the Council to assess whether the permit should be issued. Evidence is also required upon each renewal.
A permit may be issued without charge for those who can provide evidence of being in receipt of;
- Attendance Allowance
- 8 points or more under the "moving around" activity of the mobility component of Personal Independence Payment
- Higher rate of the mobility component of the Disability Living Allowance

A maximum of one vehicle registration mark can be active on a permit at any given time. It is the responsibility of the permit holder to ensure that the vehicle registration logged against the permit is correct at the time of parking.
A vehicle registration document must be provided before a new vehicle is logged against a permit. The Council may provisionally accept proof of purchase of a vehicle with insurance documentation if the vehicle registration document is unavailable. The permit may be cancelled if the vehicle registration document is not provided thereafter.
Where bays are marked out, the vehicle for which the permit is valid must be parked wholly within the markings. A vehicle should not be parked across any part of the pavement or road in such a way as to interfere with other vehicles or pedestrians. A vehicle must be moved on the instructions of a Police Officer or a Civil Enforcement Officer.
Should an authorised parking bay not be available, alternative parking should be located and the appropriate charge paid, if necessary.
4. Renewal

- The vehicle is a car or van.
The maximum laden weight of a vehicle permitted to park in a parking bay (and hence eligible for a permit) is 5 tonnes, the maximum height is 3.2 metres (10ft 6 inches) and the maximum length is 6.5 meters (21ft 4 inches), with a maximum of 12 passenger seats. An authority reserves the right to allow exceptions although it is essential that the vehicle fits fully within the confines of the parking bay.
2. Evidence
In addition to a complete application, applicants are required to provide recent (within the last 3 months) proof of residency (including council tax, domestic/utilities bills, tenancy agreements or contracts of employment e.g. living-in staff) and vehicle ownership (Vehicle Registration Document (V5), insurance certificate or leasing agreement) stating the address for which the permit is requested. Students with vehicle registration documents which are registered to a different address should also provide evidence that they are a student, for example, a student card. Applicants are also required to provide a copy of both sides of a valid Blue Badge if requesting a disabled resident permit. This will allow the Council to assess whether the permit should be issued. Where requests are made for additional vehicles to be added to a permit, evidence that this vehicle is registered to the property should be provided along with proof of residency if the vehicle is registered to a different member of the household. Evidence is also required in order to renew a permit.
3. Permit Use

If a disabled resident permit is issued, further permits issued to the property will be chargeable at the additional permit rate.
Resident's Visitor Permits (RVPs) are available for purchase and may only be purchased by residents, enabling their visitors (or tradespeople) to park within the permit holder bays in all zones (with the exception of E Zone - City Centre). Proof of residency is required upon purchase.
A maximum of one vehicle registration mark can be active on a permit at any given time. Up to three registrations can be applied to the permit however, it is the responsibility of the permit holder to ensure that the vehicle registration logged against the permit is correct at the time of parking.
It is the responsibility of the permit holder to update the vehicle registration logged against the permit prior to leaving the vehicle parked. If a renewal request is not submitted within this timescale, renewal of an existing permit cannot be guaranteed. The renewal of any permit cannot be guaranteed and permits are not issued or renewed on demand.
If a permit is not renewed seven days after the expiry date, it may be necessary to submit a new application. If there is insufficient availability, details of an applicant will be added to a waiting list and contact will be made when/if a permit becomes available.

1. Eligibility
RVPs are available to residents / students whose main residence is within a Controlled Parking Zone (except Zone E) to enable their visitors (or tradespeople) to park in permit holder bays/areas within a specified zone. Those applying for RVPs will be a permanent resident:
- Who is named on council tax records.
- Who can provide evidence to show their name and address is highlighted on a recent utility bill
RVPs are also available for property owners and landlords who are required to visit properties to undertaking repairs.
2. Evidence
Applicants are required to provide recent (within the last 3 months) proof of residency, this can be in the form of a domestic/utilities bill, tenancy agreements, bank statement or current Council Tax bill stating your full name.
For Landlords/Property Owners evidence that you own the property or documentation confirming the landlord status.
This evidence will allow the Council to assess whether RVPs should be issued.

1. Eligibility
A permit may be available to medical/care personnel who are carrying out legitimate domiciliary visits to residents within a Resident Parking Scheme (RPS). A permit may also be used for legitimate visits to residential care homes or doctors surgeries/clinics in residential areas where there is no off-street parking available, but only in order to escort a patient (e.g. for the purposes of dropping off / collecting a patient).
2. Evidence
In addition to a complete application, applicants are required to provide a signed statement of need (highlighting the frequency at which the holder makes visits within the RPS) will be required from the applicant along with written confirmation from a senior member of staff of the organisation through which the services are provided. This will allow the Council to assess whether the permit should be issued. An updated statement of need may be requested upon each renewal of a permit.
3. Permit Use
When parking in the Chichester District, the digital permit will be considered as the valid permit. Civil Enforcement Officers will verify this on their handheld computers.
A paper permit may be issued to Healthcare Permit holders to be displayed clearly in the vehicle outside of the Chichester District in the rest of West Sussex. Permit holders should read the conditions on the reverse of the permit prior to parking.
A paper permit issued by Chichester District Council is not considered valid in the Chichester District.

1. Eligibility
Chichester District Council arrange and administer on-street bay suspensions on behalf of West Sussex County Council, the Highway Authority. On street suspensions of parking bays may be arranged for:
- Public utilities (gas, water and electric) companies
- House or office removals
- Funerals or weddings
- Essential work on the highway
- Essential deliveries (e.g. building materials)
- The placement of skips
- Special events
- Filming
- Facilitating the movement of traffic or safety reasons
A bay suspension will only be granted where the impact on other road users, businesses or pedestrians, is kept to a minimum.
The council reserves the right to reject an application.
A suspension must be obtained prior to any works or skip licence being requested/purchased from West Sussex County Council.
A suspension request must be received at least 6 working days prior to the intended start date for all non-emergency bay suspensions.
2. Suspension Use
It is the applicant's responsibility to provide the correct information and duration for a suspension upon application.
A chargeable suspension will not be arranged until full payment has been made.
Parking Services cannot guarantee that other vehicles will not park or remain parked within a suspended area/bay. Unauthorised vehicles parked in a suspended area will, however, be liable to receive a Penalty Charge Notice (PCN).
Requests to cancel a suspension must be received at least 5 working days prior to the intended start date of a bay suspensions otherwise the refund may not be granted.
Requests to change the date/s of a suspension need to be received at least 3 working days prior to the intended start date.
It is the applicant's responsibility to ensure that the Terms and Conditions of a suspension are communicated to all the necessary parties.
It is the responsibility of the applicant to ensure that any inconvenience or disruption caused by the bay suspension is kept to a minimum and consideration should be given to the impact on the local area.
One bay suspension includes the length of two bays (*10 metres maximum or two normal car lengths).
3. General Information
All suspensions are subject to charges and guidance prescribed by the Highway Authority and Parking Services reserves the right to withdraw or decline a suspension.
The fact that an application or payment has been made does not guarantee that a suspension will be authorised.
West Sussex County Council reserves the right to vary its parking arrangements and/or Terms and Conditions at any time without notice.
Bay suspensions will be monitored and managed by Chichester District Council who is able to withdraw any bay suspensions or restrict the number issued.
A single bay suspension will be a maximum of 10 meters or 2 normal car lengths.
Suspensions should not be arranged to gain preferential parking on the highway and vehicles are not permitted to park within a suspended bay unless those vehicles are required for work being undertaken or for an agreed purpose. The registrations of these vehicles need to be supplied upon application. This provision also applies to householders who have arranged a suspension for removals or work on the property as the suspension does not permit the householder to park their vehicle in the bay.
Should a suspension be required for 6 bays or more, or for a period of 3 months or over, the applicant should contact the Highway Authority.

4. Withdrawal of Bay Suspensions
If it is suspected that the bay suspension is not being used correctly or is not being used for the purpose described in the application details, it may be withdrawn, any future applications may be refused, and information will be reported to the Highway Authority.
5. Cancelled Bay Suspensions
The council may cancel bay suspensions upon request from the authorised person arranging the bay suspension.
West Sussex County Council reserves the right to vary its parking arrangements at any time without notice.
6. Liability
Chichester District Council and West Sussex County Council will not accept any liability whatsoever in respect of the theft, loss or damage to any vehicle, including fixtures or contents whilst parked on the public highway.
7. Penalty Charge Notice
PCNs will be issued to any vehicle which is not complying with the Terms and Conditions of the bay suspension and all suspensions are subject to the requirements of the Traffic Regulation Order (TRO).

8. Fraud
The council has a duty to protect the public funds it administers. To prevent and assist in the detection of fraud, the information you provide on any forms may be shared with other public bodies responsible for auditing or administering public funds. This includes checks on credit reference agencies and taking part in the National Audit Office's Fraud Initiative. By applying for a parking dispensation, you are agreeing with the terms and conditions and declaring that all the information submitted is true and to the best of your knowledge accurate. Dispensations are monitored and incorrect use may result in a Penalty Charge Notice being issued and/or further action being taken by the council. 1. Eligibility
Dispensation notices may be issued to particular businesses and trades people in cases where it is essential that a vehicle is parked on the road close to a property in order to carry out a particular function e.g. to enable easy access to tools and equipment whilst working at a customer's property. In most cases, notices are issued to commercial/works vehicles and vans only. Within some Controlled Parking Zones, it may be possible to use Resident Visitor Permits which can be purchased by a resident of an eligible property.
The council reserves the right to reject an application.
2. Permit Use
A Dispensation Notice is valid in the following on-street locations - Permit Holder Only Bays, Pay and Display Bays, Limited Waiting Bays (certain cases only), Shared Use Bays (e.g. Permit Holder Only and Pay and Display) and Yellow Lines (certain cases only). Applications to park in Limited Waiting Bays or on Yellow Lines will be considered on a case by case basis.
A Dispensation Notice is NOT valid in the following on-street locations - Loading Bays, Disabled Bays, Motorcycle Bays, Zigzags, Bus Stops, Taxi Ranks, Pavements and areas subject to a loading ban.
A Dispensation Notice is not valid in any off-street car park.
Materials or goods must not be deposited on the pavement or road.
The fact that an application or payment has been submitted does not guarantee that a permit will be issued.
A Dispensation Notice is considered valid once it is authorised by the council and from the chosen start date supplied at the time of approval.
A Dispensation Notice needs to be applied for at least 24 hours before the Dispensation is due to go live and council opening hours should be taken into consideration when waiting for an approval.

Please do not park before your Dispensation Notice has been approved and make sure you read all the information and when applying.
A maximum of one vehicle registration mark can be active on a Dispensation Notice at any given time. It is the responsibility of the permit holder to ensure that the vehicle registration logged against the permit is correct at the time of parking.
A Dispensation Notice is only valid for use by the specific vehicle, in a specific road and for the reason and on the date(s) recorded on the application. A Dispensation Notice does not guarantee a parking place in the road selected.
A vehicle should not be parked across any part of the pavement or road in such a way as to interfere with other vehicles or pedestrians. A vehicle must be moved on the instructions of a police officer or a Civil Enforcement Officer
Refunds will not be issued.
